General documents

National Service Framework for Older People is a Dept of Health policy which sets out standard service models in the care of older people.

Everybody's Business is a Dept of Health document which aims to provide guidance on best practice in developing an integrated mental health service for older people. This guide builds on the service models outlined in the 'National Service Framework for Older People' and the principles promoted in 'Securing Better Mental Health for Older Adults'.

Who Cares Wins is a newly published report; based on the best evidence available, it draws attention to the neglected clinical problem of mental disorder affecting older people admitted to general hospitals and calls for the development of specialist liaison mental health services for older people. The report is divided into 6 sections offering evidence based information on:

  • the need for action
  • how mental health interventions may improve outcomes
  • service models to deliver mental health care
  • the characteristics of a liaison mental health team
  • education and training
  • strategic planning to address mental health need

The report has been produced by the Working Group for Liaison Mental Health Services for Older people, Faculty of Old Age Psychiatry, Royal College of Psychiatrists. The report is endorsed by the Alzheimer's Society, the British Geriatrics Society, and the Royal College of Nursing.

Between Two Stools Survey of old age psychiatrists' clinical activity and views about general hospital services for older people with mental health problems. Includes service mapping data carried out in 2002. Includes recommendations for improvement of service provision to this group of people.

NICE guidelines on Dementia This document offers best-practice advice on the care of people with dementia and on support for their carers.

NICE guidelines on Depression This document makes recommendations for the identification, treatment and management of depression for adults aged 18 years and over, in primary and secondary care.

Priorities and Planning Framework 2003-06 This paper sets out the priorities for the next three years for the NHS and social services and describes what local organisations and communities need to do to plan for and implement these improvements.

Supporting people with long term conditions; An NHS and Social Care Model to support local innovation and integration, 2005. Aims to provide a 'blueprint' to support local NHS and social care organisations in improving local services for people with long term conditions. (Dept of Health)

The National Service Framework for long term conditions, 2005 Builds on 'Supporting people with long term conditions' (above). This NSF sets 11 quality requirements to transform the way health and social care services support people with long-term neurological conditions to live as independantly as possible. Although the NSF focuses on people with long-term neurological conditions, much of the guidance it offers can apply to anyone living with a long-term condition.

The Community Care (Delayed Discharges etc.) Act 2003 A Health Services Circular/ Local Authority Circular which advises on NHS and social services reponsibilities under the above Act.

Independence, Well-being and Choice: Our vision for the future of social care for adults in England, 2005. A Dept of Health Green Paper (2005) which sets out proposals for adult social care, of all ages, over the next 10-15 years.

Choosing Health: making healther choices easier, 2005. A Dept of Health White Paper (2005) which which seeks to set out ways in which people can be supported to make healthier choices.

Opportunity Age A Dept of Works and Pensions document (2002) that provides evidence of a changing demographic, an increasingly elderly population, and develops a strategy in response, which attempts to look beyond the financial implications.

Opportunity Age: Vol 2. 2002 To be read in conjunction with the above document this paper gives a detailed social portrait of ageing in the UK.

Fair Access to Care Services, 2002. A Local Authority circular which provides guidance to councils on how they may achieve fair access to care services through reviewing and revising their eligibility criteria for adult social care.

Building Capacity and Partnerships in Care, 2001: An agreement between the statutory and the independent social care, health care and housing sectors.
