Objectives
To ensure that students are aware of the range of public and private sources of finance currently used for major infrastructure projects in developed and developing countries. To ensure that students understand the advantages and disadvantages of each source, the factors and policies which influence their selection in given circumstances, and the appraisal methods which affect the decision.
Syllabus
Review of funding practice and policy; Review of relevant appraisal methods; public sector finance; private sector finance (e.g. PFI); Allocation of risk; Case studies (UK and elsewhere) illustrating the variety of sources of funding used for transport investments and the procedures adopted.
Form of teaching
Lectures: 4 hours; Seminars: 6 hours; Essay preparation: 15 hours; Background reading/revision: 25 hours
Form of assessment
Class test (40%); 3,000 word paper: selection from 3 set titles (60%)
