Standards

Responsibility: The responsible person (Head of School or Service) retains overall responsibility.


Standard Roles
C1 - Governance
>> Ensure effective governance on health and safety issues in relation to the control of contractors

>> Allocate resources in terms of time and money for the heads of schools and services, and safety personnel to carry out their duties

 
C2 - Health and safety management
>> Only building contractors from the University’s approved contractor list are to be used, unless a specialist is required.

>> Contractors who are not building contractors but who have an impact on the structure of the building (includes anyone working on/in the building where they carry out alterations to the fabric or services, e.g. cabling contractors) must be registered with CHAS and be on the Estates approved list.
>> Service contractors, engineer or specialists etc will not always be on the approved list. Where this is the case they should be assessed by a competent person in the school or service to ensure the contractors’ health & safety, insurance cover and competency is suitable, and financial procedures are adhered to prior to engaging them to undertake the work.
>> The asbestos register is managed by Estate Services and must be consulted before any work involving the fabric or decorative coating of the building takes place, to ensure there is no potential exposure to asbestos.
>> The relevant forms (Appendix 1 – 5b) must be completed e.g. application for authorisation to undertake works in/on university buildings, requests for access to authorised areas (e.g. duct, roof, plant room). 
>> Permits to work must be issued for high risk work e.g. NMR Rooms, Hot works, confined spaces etc.
>> Clearance certificates must be issued, where required e.g. radiation, laser or biological labs etc.
>> If a contractor uses sub-contractors, they must have appropriate procedures in place for vetting their competence.
 
   
C3 - Employees, research staff and students
>> Will abide by the safe system of work

>> Communicate concerns regarding the control of contractors with their line managers or health and safety manager.
>> Take reasonable care for themselves and others and co operate with the University in matters of health and safety.
   
C4 - Procedures, information and training
>> Those who will be required to assess the competence of contractors etc must be provided with suitable training and be deemed competent to undertake this duty.

>> Contractors must be provided with any relevant health and safety information relating to any risk they may be exposed to whist on site and the necessary control measures including clearance certificates, permits to work. etc
>> Where work is being undertaken in occupied space, all staff must be made aware of the work to be undertaken, timescale, additional risks and any control measure that have been put into place for their safety. This should be identified in the risk assessment.
   
C5 - Risk assessment
>> The contractor must produce risk assessments or a method statement for the work to be carried out. A competent person should review these assessments and ensure that they are adequate for the work and environment in which the contractors will be operating.

>> Where the work is to be carried out in occupied space the school must undertake or amend their risk assessments taking into account the changes in the working environments etc, and determine whether it is suitable to allow the work to be undertaken in occupied space.
   
C6 - Exposure and health surveillance
>> Where appropriate staff will be referred to occupational health.

C7 - Health and safety assistance, competent people and supervision
>> Relevant health and safety managers for Faculties/Services, Health and Safety Manager for Estates (acting on behalf of Health and Safety Services) and health and safety staff from Estate Services will be available for assistance and support.

C8 - Design, commissioning and installation
>> All alteration and changes to the layout of the room must be done in conjunction with fire managers from Estate Services and health and safety services. (This does not include rearranging furniture)

>> No changes to room numbers are permitted unless Estate Services have agreed and confirmed this in writing. This is due to the asbestos registers etc which use room numbers as part of their management plan)
>> All work must comply with current building regulations.
>> Clear roles and responsibility regarding installation and commissioning by contractors, and a copy of the risk assessment must be in place including any maintenance schedules etc.
>> All handovers of areas and equipment must include health and safety checks and the retention of all relevant documentation.
   
C9 -Statutory inspection and examination
>> Checks must be made to ensure that the copies of all statutory information and test certificates are received at hand-over for new equipment, and after all inspection and maintenance. They must be kept secure and available for inspection.

C10 - Provision of equipment and maintenance
>> All equipment used on site whether belonging to the University or a Contractor must be suitable for use. eg. fit for purpose, maintained and electrically tested where required.

C11 - Personal protective equipment
>> Checks must be made to ensure the contractors are complying with the University’s local rules and are wearing any PPE that has been identified on the risk assessment or method statement

C12 - Cooperation between employers
>> Cooperation and agreement will be required where the contractor, staff and visitors will be using the same area.

>> Clear understanding of the roles and responsibilities each party has must be decided prior to work commencing.
>> Consideration must be given to the impact the work may have in relation to health and safety, and to disturbance both with the school and any neighbouring users.
   
C13 - Emergency planning, contingency plans and emergency actions
>> All contractors must be provided with details of the evacuation plan and action to take when hearing any alarm that may be in their work area.

>> Contractors must have adequate emergency arrangement in place for any foreseeable risk in relation to their work, such as fire extinguishers for hot work etc.
   
C14 - Environmental management and waste disposal
>> All waste products and materials must be disposed off in accordance with the University waste management policy.

C15 - Security and safekeeping
>> All skips must be locked or kept inside a secure compound when not in use.

>> Contractors may need to be supervised if in working in high security areas.
   
C16 - Dangerous substances and COSHH
>> It is the responsibility of the school or service to ensure that individuals are not put at risk. All hamful substances must be removed from the work area whenever possible.  Area Decontamination Certificates or Clearance to Work Certificates, therefore need completing, where applicable, eg radiation, lasers and biological labs.
