Appointed competent PAT testing person
>> An individual is appointed to manage electrical safety within the school or service. They will be responsible for overseeing the inspection and testing of electrical equipment and ensuring that it is carried out by competent internal people or contractors.
>> An effective strategy is in place for the inspection and testing of electrical equipment at regular, planned intervals. (This may be carried out internally by appointed, competent staff or externally by competent contractors. If the latter is chosen, it is recommended that there are still one or two in-house staff trained to carry out one-off tests when required, such as for new equipment and staff’s personal equipment.
>> That their school or service health and safety policy indicates whether personal equipment is allowed and what conditions need to be met. It must also outline requirements for electrical equipment belonging to external organisations.
Where the inspection and testing is carried out internally, ensure the following:
>> Adequate resources are provided
>> Adequate time for training and completion of the inspection and testing of electrical equipment.
   
C3 - Employees, research staff and students
Employees must cooperate with the University to enable everyone to comply with key legislation. Line managers

>> Staff and students must familiarise themselves with their school or service’s policy regarding use of personal electrical equipment for work-based activities or teaching activities.
>> Students bringing electrical equipment into the university for their personal use only must ensure that it is in good condition and electrically safe. They must not leave it in shared kitchens in /university accommodation.
Employees, research staff and students must:
>> Before using any electrical equipment, check to ensure it has an up-to-date PAT test label and carry out a brief visual check to ensure the equipment is in good condition
>> Report any faults to line manager or lecturer (the equipment should be taken out of use immediately, labelled as faulty and, if necessary, the plug cut off).
>> Take care to avoid trailing cables and ensure that cables are not squashed under furniture, carpets or anywhere they could be damaged.
>> Where extension leads are in use, ensure only one is used from each socket and that it is not overloaded. Ensure the lead is fitted with the correct fuse. Multi-adaptor plugs and coiled drum extension leads must not be used.
   
C4 - Procedures, information and training
>> Schools and services must ensure that electrical equipment is clearly marked with a sticker which indicates the date it passed the last test and inspection, and gives the date when the next check is due.

>> Systems must be in place to ensure that staff, research staff and students are aware of the need to carry out user checks (see C9) before using electrical equipment and what this entails. For more information, see the user checks in the guidance
>> If electrical equipment is to be inspected and/or tested by internal members of staff, then they need to attend a suitable PAT testing course.
   
C5 - Risk assessment
>> Electrical equipment should be included in activity-based and machinery risk assessments. Existing control should be included and any improvements prioritised and implemented. Risk assessment guidance contains more information.

C6 - Exposure and health surveillance
>> If anyone experiences an electric shock, this must be logged as an accident using the Sentinel accident reporting system. This should be done by a relevant trained person for the school or service.

>> People who have had an electric shock should always seek medical assistance, even if the electric shock appears to be relatively minor.
>> An accident investigation will be carried out and key personnel involved.
   
C7 - Health and safety assistance, competent people and supervision
>> The individual appointed to manage electrical safety within the school or service must be competent

>> Where the PAT testing is carried out internally it is important to ensure the people undertaking this are competent, and have undertaken a suitable PAT testing course and gained experience in this area.
>> If external contractors are used, it must be ensured that the contractors are competent and spot-checks are made to ensure that they are undertaking the testing and inspection correctly, as requested.
   
C8 - Design, commissioning and installation
>> Design of any new work areas or building work must be authorised by Estate Services.

>> Any new electrical equipment which requires fixed wiring, single or 3-phase should be installed by contacting Estate Services.
>> Estate Services test the fixed electrical installations (fixed electrical wiring systems) every five years.
>> If any dangerous substances are to be used then a risk assessment must be carried out and appropriate control measures implemented where appropriate eg. suitable portable appliances and equipment
   
C9 - Statutory inspection and examination
There are three types of inspection and testing, listed below: Users

>> Checks by the user (not recorded unless a fault is found)
>> Formal visual inspections which are carried out by a competent, appointed person and results recorded
>> Combined inspection and tests (using a portable appliance tester), carried out by a competent person or competent contractor. The results are recorded.
   
C10 - Provision of equipment and maintenance
>> PAT testing equipment must be of a good standard to ensure compliance with the Electricity at Work regulations.

>> Recommended that PAT testing meters are calibrated annually.
>> Machinery and equipment must be suitable for purpose and maintained in efficient working order, so that it is in good repair and safe. Ensure machinery and equipment is serviced and maintained regularly in accordance with manufacturer's recommendations.
   
C11 - Personal protective equipment
>> If PPE equipment is required, it must be suitable for the job and information, instruction and training needs to be provided to the wearers.

C12 - Cooperation between employers
>> Where there is more than one employer, school or service in the building, it is important to make sure that arrangements for PAT testing of electrical equipment are discussed and agreed, especially where equipment may be shared in central areas.

>> If a fire results from an electrical fault then the fire emergency procedures must be followed.

C14 - Environmental management and waste disposal
>> WEEE should be separated from the main waste stream and not combined with the general waste in bins or skips.

>> If the electrical equipment was bought before 13/08/05 and is replaced with new equipment fulfilling the same function, then the producer of the new equipment is responsible for the disposal (recycling) of the old equipment.
>> Where electrical equipment was bought before 13/08/05 and no similar product is bought to replace it, contact the Estate Services helpdesk and cleaning services will dispose of it appropriately.
>> When electrical equipment bought after 13/08/05 is no longer needed, the producer of that equipment is responsible for its disposal (recycling), unless the University agrees to take this on at the time of the sale.

C15 - Security and safekeeping

C16 - Dangerous substances and COSHH
>> If any dangerous substances are to be used then a risk assessment must be carried out and appropriate control measures implemented. For example, where there are combustible dusts or potentially explosive atmospheres, specific portable appliances and equipment should be used which are suitable for this type of environment.

C17 - Reporting mechanism
In addition to the labelling system, whether PAT testing is carried out internally or by external contractors, it is important that records of this are kept. The information kept must include: Health and safety manager

>> A register of all equipment (inventory)
>> A record of the tests carried out and the results obtained
>> A record of all faulty equipment and any repairs made
