Roles and responsibilities

Deans and director of services

The Dean and Directors have overall responsibility for ensuring health and safety is effectively managed in the Faculty or Service.
This includes ensuring that risk assessments are completed for the management of healthcare and non-recyclable waste and effective control measures are in place to ensure compliance with both legal and University procedures.
If delegating any of these duties, measures must be in place to ensure the competence of those who will undertake the duties, and must ensure that:

  • Adequate time and resources are available
  • Delegated individual(s) has sufficient knowledge and experience to provide adequate supervision
  • The work activities giving rise to healthcare and non-recyclable waste have been identified
  • Delegated individual has sufficient knowledge and experience to provide adequate supervision
  • The work activities giving rise to healthcare and non-recyclable waste have been identified
  • Risk assessments have been completed and reviews of them are planned
  • All Staff, Students and visitors receive suitable information, instruction, training and supervision
  • All control measures required have been implemented or planned within an appropriate time frame
  • Health surveillance is provided where necessary
  • Any training that is required is planned and carried out
  • Monitoring takes place to measure the effectiveness of controls and compliance with University Standards
  • Monitoring takes place on the performance of delegated individuals with respect to their capabilities for the tasks


Heads of schools, departments, other academic and administrative units and service managers

  • To raise any issues regarding competency with the Dean/Director of Service
  • Undertake duties delegated by Dean or Director of Service
  • Highlight any shortfall in time, resources or competences in relation to healthcare and non-recyclable waste


Line managers

  • Undertake the roles and responsibilities delegated to them, this must be discussed and agreed in writing with the Dean/Director or Head of School or Service
  • To raise any issue of competency or non-compliance with the Dean, Director or Head of School or Service
  • Ensure all activities resulting in the generation of healthcare and non-recyclable waste are identified and the appropriate systems put in place
  • Ensure healthcare and non-recyclable waste disposal is included where appropriate in risk assessments
  • Ensure an adequate emergency plan is in place and can be implemented when required
    Ensure that all nominated competent individuals are capable of the tasks delegated to them
    Ensure there is adequate information, instruction, training and supervision provided
    Ensure any health surveillance is carried out when appropriate


Nominated competent individual

  • Ensure that consignment notes are completed and placed in a secure place with the bins prior to collection
  • Ensure bins are tagged with the appropriate tag prior to collection
    Report any damage to bins (e.g. broken locks, damaged wheels) to Cleaning Services Manager
  • Report failed collections to Cleaning Services

Staff and students

All Staff and Students undertaking work that results in production of healthcare and non-recyclable waste have a legal duty to take reasonable care of themselves and others who may be affected by their actions, and to cooperate with the University in:

  • The provision and use of work equipment
  • Complying with safe systems of work
  • Wearing personal protective equipment where provided
  • Cooperating with the University in matters relating to health & safety
  • Raising any concerns with regard to the management of healthcare and non-recyclable waste
  • Participating in the risk assessment process
  • Raising any concerns regarding health and safety within the scope of work giving rise to healthcare and non-recyclable waste and in the procedures in place for its disposal
  • Ensuring waste is segregated into the appropriate category as defined by the healthcare and non-recyclable waste guidance
  • Ensuring that the waste is stored and disposed of in accordance with the requirements of the guidance

Health and Safety Services will provide specialist advice and monitor compliance with legal and University standards.

Occupational health

The Occupational Health Service will offer advice and undertake health surveillance when identified and as required as part of the risk assessment process. .

Cleaning services

Cleaning Services is responsible for the operational management of the healthcare and non-recyclable waste contracts and is the first point of contact for concerns in the operational aspects of the healthcare and non-recyclable waste service e.g. missed collections, damage to bins etc. 

  • Operational management
  • Ensure records of waste disposal are kept for a minimum of three years following disposal (the contractor keeps the pink copy and the white copy must be sent to Cleaning Services )
  • Cross charging departments for their use of the healthcare waste service
  • Maintenance of University disposal records and final disposal records from service provider
  • Ensure service provider meets agreed performance levels
  • First point of contact for University Staff, Students and visitors with regard to healthcare and non-recyclable waste
  • First point of contact for the healthcare and non-recyclable waste service providers


Employees employed to handle waste (and other cleaning staff)

  • Ensure safe transport of healthcare and non-recyclable waste on site
  • Correct storage of healthcare and non-recyclable waste before final disposal
  • Report any failings in segregation e.g. disposable gloves in domestic waste stream, as an incident on the University Sentinel accident and incident reporting system
