C2 - Health and safety management

>> Describing the arrangements within the faculty or service for carrying out risk assessment in the faculty/school service policy statement
>> Ensuring that there is clarity in the way in which responsibility is delegated to school and services.
>> Ensure allocation of resources to enable appropriate standards
>> Consult; involve staff and safety representatives during assessment process
>> Monitor compliance to the standards in their areas of responsibility
>> Ensure information, instruction and training will be provided to all persons involved in the risk assessment process including any specific information instruction and training needs identified. See who can carry out a risk assessment in the guidance
>> Ensure all staff and students understand their responsibilities
>> Ensuring a programme of risk assessments is planned and implemented which includes the nomination of training of employees to carry out the assessments
>> Draw up and action prioritised action plans to implement findings of risk assessments. Step 6 of the risk assessment process details how to communicate findings
>> Ensure that findings of risk assessments are communicated to all employees and others as appropriate
>> Ensure records are kept for their areas of responsibility
   
C3 - Employees, research staff and students
>> Assist managers with the risk assessment process

>> Work in accordance with safety procedures, standards instructions and training and findings of risk assessment
>> Inform line managers of any difficulties or concerns with work practices, working environment or findings of the risk assessment

C4 - Procedures, information and training
>> Ensure that managers and nominated staff have completed risk assessment training.

>> Risk assessment should be carried out by competent people with practical knowledge of the work activities.
>> All staff and students must undergo local induction training and any further training described in the assessment.
>> All staff and students should be encouraged to tell lead assessors what they think they need and for the practicality of particular risk controls.
>> All risk assessment forms including safe operating procedures must be held locally.
   
C5 - Risk assessment
>> Employers have a general duty to ensure, so far as is reasonably practicable, the health safety and welfare at work of employees and non employees.

>> Employers must carry out a suitable and sufficient assessment of risk to health and safety of employees and non-employees.
>> Risk assessments must be carried out for all work activities
>> Risk assessments must be reviewed regularly
>> Significant findings must be recorded. The monitoring and reviewing process has details of keeping records
>> The corporate risk assessment form is the minimum standard required.
>> Preventative measures identified must be actioned
>> Information on risks and preventive and protective measures identified by risk assessments will be communicated to employees and other as appropriate
>> Each school/service creates and maintains an up to date risk assessment log
>> The risk assessment process must be followed
   
C6 - Exposure and health surveillance
>> All work should be risk assessed and health hazard identified

>> The risk assessment needs to consider information on the known health hazards associated with the work being undertaken, appropriate exposure levels and comparisons with occupational exposure limits. Wherever possible the risk to the health and safety of staff must be minimized, so if safer substances/equipment or techniques can be used they should be. If exposure to known hazards is not expected to produce any adverse health effects health surveillance will not be necessary
   
C7 - Health and safety assistance, competent people and supervision
>> Faculty Managers, HOS in entrusting tasks to their employees take into account their capabilities and employees are provided with adequate health and safety training.

>> Professional advice is available for complex/technical areas of risk assessments.
   
C8 - Design, commissioning and installation
>> Refurbishment of buildings must be authorised by Estate Services, who will consult with University health and safety managers

>> Faculty/school and services must liaise with Estate Services and the University health and safety managers in relation to the assessment of risk commencing at planning stages.
   
C9 - Statutory inspection and examination
>> Faculties, schools and services must ensure that plant and equipment are safe and comply with statutory inspection requirements, make clear who has responsibility for maintenance, testing, monitoring and keeping records.

>> Identify in the risk assessment process requirements for preventative maintenance

C11 - Personal protective equipment
>> PPE must be a last consideration in the hierarchy of control; and must be fit for purpose and suited to individuals

> Effects of unprotected exposure,
> Fitting and testing of protection,
> Areas in which protection is required,
> Limitations of protection,
> Dangers of use,
> Cleaning and storage,
> Fault recognition and reporting,

C12 - Cooperation between employers
>> Where another employer or self employed person is involved eg. in shared premises or in the use of contractors, appropriate measures need to be taken to ensure full cooperation and coordination so responsibilities are defined and all risks properly addressed

>> In situations involving the University of Leeds and other employers working together the responsibilities of each party for managing and monitoring health and safety must be agreed and documented prior to commencement of work activities. Employers are ultimately responsible for their staff even if they work in a non University of Leeds building or are managed by a non University of Leeds manager

C16 - Dangerous substances and COSHH
>> Ensure any hazardous substances that are to be used in an activity are included in the risk assessment

C17 - Reporting mechanism
>> All accidents and incidents and near misses must be reported via the Unversity accident reporting system - Sentinel
