Following initiation, stage two describes the process for a formal review towards the development of a strategy and plan to ensure academic and financial sustainability.
The reasons for initiating a review may include – but are not confined to – concerns about the financial or academic sustainability of a particular unit. Reviews may also be initiated when it is judged that that there is a need to redefine academic (or service) strategy and priorities in the light of changing circumstances and/or that there is a need to reorganise activities in order to ensure the efficient and effective deployment of resources. Stage one is intended to clarify the objectives and context for the review, the terms of reference, the structure for managing and delivering the review and an indicative timescale.
Further detailed analysis is undertaken to provide a robust foundation for the development of strategy, including the gathering of evidence to support the diagnosis. Engagement and consultation with staff, students and ESRG will be important throughout this stage. Through the identification and evaluation of options for future activities and structures, a draft academic and financial plan will be developed for consideration by the review group. After consultation with ESRG, staff and students, the revised plans will be submitted for approval.
The last step in the review process is where the proposed plan, report and recommendations for implementation are presented to the review group, UEG and ultimately Senate and/or Council. If the plans are approved and staffing reductions are required (which are not achievable through redeployment and/or natural turnover), then a formal restructure will begin. If the decision is taken not to proceed or the required staffing reductions can be secured by redeployment/natural turnover, then implementation will continue without the need for a formal restructure.
